For understanding how to use PPA, I tried making AKARI binary kernel modules using "dh_make --kmod" option. But it seems that that option is not for distributing binary kernel modules. I have no progress since then. Thus, I haven't tried making TOMOYO binary kernel packages for PPA. I'm now building binary packages for 1.8. Regarding binary deb repository for 1.7, I placed all files on osdn.dl.sourceforge.jp . But I'm feeling that overwriting repository files from web browser interface every time is confusing. So, I decided to use an internal cgi program ( branches/download.c ) that shadows HTTP redirection for downloading deb files. (For now, I use it for all versions as I haven't checked apt version each version is using.)
