Correction: of course this should be "CPPFLAGS=-I/mingw/include", so:

>   CPPFLAGS=-I/mingw make

becomes:

   CPPFLAGS=-I/mingw/include make

  make CPPFLAGS=-I/mingw/include

still doesn't work.
