I opened a feature request ticket:
  https://osdn.net/projects/mingw/ticket/38225

incorporating this, a complementary retrofit for _ftelli64(), and
corresponding replacements for fseeko64() and ftello64().  If anyone
would care to comment, or vote, on the ticket, I'd appreciate it.
