For #42907, we should have sprites for "Storm" unit.
As long as the unit is a feature of sandbox only -> any tileset we can get it for.
For the unit to enter fully supported rulesets we need sprites in all tilesets meant to be compatible with those (i.e. currently alio would be the only supplied tileset where it would not be needed)
