I tested the communication between Tera Term and RLogin 2.11.5 by using the YMODEM protocol,
however it worked well.

Please retrieve the YMODEM log to analyze your problem.
Turn on below entry and get the YMODEM.LOG file after your problem is reproduced.

Thank you for your uploading. I have checked your log. It seems that your Ymodem server will send the NACK and CAN packet. Tera Term(Ymodem client) will wait a ACK packet after first packet is sent.

Would you please tell me why the Ymodem server rejects?

I don't know why it rejects. It just says transmission error. How do I get info on why it is rejecting the File.

Well the Server is and SEL-relay (selinc.com), It doesn't give any server log. Hyperterminal works though.
