arc4random() の実装を OpenSSH の ChaCha20 ベースの物に置き換え
# チェックが不十分に思うけれど、度々 conflict するのに心が折れたのでとりあえずコミット
# あと MIN や uint32 とかの定義場所を整理したかったけれど後で
