WEB-INF/web.xmlのjavax.faces.CONFIG_FILESで指定せずとも、
WEB-INF/faces-config.xmlは読み込まれるというJSF仕様なため。

javax.faces.CONFIG_FILESを使用する場合は、WEB-INF/faces-
config.xml
以外のファイルを指定すること。

s2jsf-exampleとs2jsf-blankのweb.xmlからは
javax.faces.CONFIG_FILESをコメントアウトしました。
