Off course, it would be correct as per the C locale. But, the ordering
obtained would not be what is expected in that country, culture, etc
(what locale is supposed to imply).

But as I asked before, does it matter if we use, within pg_bigm, C
locale based processing  or any other? I think any user visible locale
behavior would not be handled by pg_bigm itself. Your example is an
exception but users wouldn't be using it directly in any use case, no?
