I suspect you're using a portable version. As documented in the User Guide, only installed release versions can read apps running as administrator, which includes Device Manager and the like. This is a security restriction enforced by Windows.

日本語版が本家のリリース版と同じようなセキュリティ権限を取れていない可能性があるので、現時点ではコンポーネント本家ではなく、未定にしておきます。
