How about downloading all archives and searching them locally?
They are less than 200kB.

$ mkdir howm-eng-archive
$ cd howm-eng-archive
$ wget https://lists.osdn.me/mailman/archives/howm-eng/20{05..18}.txt.gz
$ zcat *.gz > all.txt

(in emacs)
C-x C-f howm-eng-archive/all.txt
C-c , o (or M-x howm-occur)
