We currently support rulesets having actions in either of game.ruleset or new actions.ruleset. #45066 is about moving actions in the supplied rulesets to actions.ruleset. Maybe it's better to test with just a couple of rulesets first? This ticket is about moving actions on just the "testing" rulesets, by which I mean sandbox, goldkeep, and webperimental.
