Effects have no name (effect types do), so it can sometimes be a bit hard to figure out why specific effect has been added to the ruleset.
Introduce "effect comment". That's not used by freeciv in any way, except that one loaded from a ruleset gets again saved with it. Ruledit allows editing it.
