Implement Battle Groups functionality via menu, to make it more discoverable. Gtk3(.22)-client and gtk4-client menu systems are too different for both to be handled on the same ticket. This is about gtk3 based clients.

Gtk3(.22)-client and gtk4-client menu systems are too different

gtk2-client menus are again different enough from gtk3(.22)-client ones that S3_0 patch here does not provide implementation for it.
