Do I need to create a custom tile set just to add additional building graphics for a custom ruleset

The instructions on the wiki are very vague
For the tileset side documentation is not great in general, but you may find documents distributed with freeciv itself better than the wiki side. In any case, freeciv comes with the documentation of the very freeciv version you are using.

After checking tileset spec files, I'm pretty sure I found the answer: Yes, because the individual spec files have to listed in the top-level spec. Somewhat inconvenient, but I should be able to just copy the hexamplio file and only add my spec file, so at least the data overhead is small. The images will only appear in that tileset, but the ruleset is still usable with other tilesets. In the end I rather would see my ideas as inspiration for other tileset creators, to maybe adopt some.

I think you'd want these two game.ruleset entries to point to (or, to be precise, in the case of latter; to get its value from) "SlowScience/README.slowscience" (currently neither does):

Oh, yes, I only really started now to actually implement the ideas I developed over the last weeks. My priority is the private usability for now, so I haven't given things like descriptions not much thought yet. I'll probably take care of these things at the end, because regardless of how well my ruleset works in the end, publishing is never a bad idea. Although I will have to be mindful of the image licenses, I most likely won't be able to get compatible images for every building. It's already hard enough as is.

Developing my ruleset is going well, but I couldn't manage to add the graphics for the new buildings yet. I put a spec file in the ruleset folder, with the graphics in it's own subfolder, but the images don't show up in the game (at least the buildings themselves do now :) ). The instructions on the wiki are very vague, it only mentions that you can rather easily add images for a custom ruleset. So what would I need for this?
