Currently meson based build uses system tolua program when cross-compiling, and one built from the sources included with freeciv.

There should be an option for the user to use system tolua program even also for native builds.

Priority for that just increased (motivating opening this ticket) as I've seen a build failure with the freeciv's copy of tolua (when doing CI test runs towards #45608). Maybe such an option could be used as a quick workaround there?
