Fix to #45541 might make it possible to use -Warray-bounds with autotools based builds too, again. If so, enable them.

Retargeting to S3_0, but will backport there only after 3.0.4 release (during 3.0.5 cycle). S3_1 and master are not going to wait that S3_0 can be pushed at the same time.
