S3_0 autogame gave a sanity check error about Engineer doing illegal Irrigation activity.

After some (but not complete) investigation I suspect it's due to the fact that destruction of a city does not cancel activities on surrounding tiles - alien ruleset allows irrigation adjacent to city centers.
