1) Rename current actions as "...Shrink"
2) Add new action by the old name
To have rscompat work nicely, this is easiest made over two versions, and 3.2 is too near d3f for even the first part. Open a new ticket for the rename part in 3.3, and reserve this ticket for the addition of the new actions in 3.4.

Make it possible for the ruleset to disable the behavior that city size shrinks by one when it's conquered. The main consequence would be that size 1 cities could be conquered instead of getting destroyed in the process.
