Ticket details:
Merging "Clean Pollution" and "Clean Fallout" has been in plans for a long time; long before the ticket opened in 2014: https://web.archive.org/web/20170307101116/http://gna.org/patch/?5085
It has been stalled because of the strategy to simply merge them has some issues. So, let's try to do migration a bit longer route. Instead of trying to merge them to one at once, let's start by introducing *third* action, "Clean". Later we can gradually move "Clean Pollution" and "Clean Fallout" cases under that. (This is quite analogous with how we proceeded in splitting Cultivate and Plant from Irrigate/Mine)
Initial patch should just introduce the new action to the server.
