Ticket details:
The main goal of 3.0.3 release is update of the msys2 environment used in 3.0 series, i.e., #44056 and #44789.
The other thing is maintaining documentation (and other) references to freeciv.org resources as changes to the project infrastructure are being made. We don't want the release to have documentation outdated in this respect already when it's released.
