After #46320, it will be possible to build sdl2-client with meson on cygwin, but not with autotools -> meson is actually better supported there.

Ticket details:
Everything that is documented for autotools builds in INSTALL.Cygwin should now be possible with meson based build. So let's turn that document to meson build one.
