Better to leave further startup flow changes to 3.0.5.
...and now it's 3.0.5 already getting to semi-freeze.

Ticket details:
At least with fcmp (haven't checked other programs) --help output comes before logging I added to init_character_encodings() about bind_textdomain_codeset("freeciv-core" ...) call. That is; translations for --help output are potentially looked with wrong encoding.
