cartman allows you to create and manage your Trac tickets from the commandline, without the need to set up physical access to the Trac installation/database. All you need is a Trac account.

indent-stat displays indentation statistics from files. It is a simple quality assurance tool to quickly see if there is varying indentation levels in files. The results are presented by file. A statistical summary is calculated at the end.

DrProject is a Web-based software project
management portal that integrates a revision
history viewer with issue tracking, mailing list
management, a wiki, and other features. It is not
a learning management system; instead, it is
designed to introduce students to the tools that
professional development teams use to coordinate
their work. Unlike its industrial-strength
cousins, SourceForge and CollabNet, DrProject is
easy to install and administer. It has a very
simple interface: students can learn all of its
features in less than an hour. It provides a
scripting interface that can be used to automate
bulk or repetitive tasks.

Clint is a test bed for static source code checking, designed to check
C++. It is designed to detect common programming errors and warn the
programmer about these errors. It can warn you about errors or
potential problems like header files not being protected. It is very
extendible and has a Python plugin so you can write rules in Python.

NetChat is a general purpose network testing tool.
It carries out interactive TCP/IP interactions
with a remote peer, using a protocol definition
file that resembles the "chat" program included
with pppd in spirit.

ST@FF is a forum frameset based on topic
notesboards. It is designed as support tool for
problem tracking, but could also be used as a
discussion forum. It supports level-structured
access control, keyword definitions, and
multiple instances per site.

Duplo is a tool to find duplicated code blocks in large C, C++, Java, C#, and VB.Net systems.

Rundoc is an Ant task designed to help with the single-
sourcing of program documentation. This task replaces special
commands embedded within text files with their output in a
specified format. Currently, only Docbook format is supported.
It was written to keep sample code output in program
documentation synchronized with the actual output of the
current code, by running the referenced code when the
documentation is built.

GTestRunner is a GTK+-based graphical
frontend for running unit tests in Perl. It offers
several improvements to the underlying unit
testing framework that make test-driven
development in Perl even more comfortable.

x4juli is a port of the main parts of log4j to the
J2SE Logging API. The default implementation is
incomplete and therefore still not widely used,
even when introduced in J2SE 1.4. x4juli provides
logmanagers, formatters, handlers, and filters to
fill the gap. The interface and use of the
original API has not been changed. Additionally,
x4juli delivers a native implementation of the
Jakarta Commons Logging (JCL) API and the Simple
Logging Facade for Java (SLF4J) API.

Kundo provides a structured, convention based
approach for Java builds. Kundo has a pluggable,
extensible architecture; it harnesses the power
and flexibility of Groovy and Ant to provide a
highly configurable Java build framework. Kundo
achieves this flexibility with a plug-in
architecture that attaches behaviors (provided by
Kundo plug-ins) to build lifecycle phases. Kundo
consists of a kernel and a set of foundation
plug-ins. The kernel is responsible for the
orchestration of the multiple collaborators within
the build system.

GNA Frontdesk is a groupware application designed for customer support and bug tracking. People e-mail their messages into a threaded central repository which may be accessed via the web. The Frontdesk groupware system is written entirely in Perl and currently runs under any platform that supports perl.
