I feel, though, that we should now require 0.16 for the "msgmerge has a new option --previous that has the effect of saving the previous msgid of message when making them fuzzy." -feature. We are quite grown to that our po-file refresh contains that. Timewise also 0.16 is very low requirement; it was released October 2006.
