Details

Until we figure out how to make proper implementation of #45029, we need to support S3_1 to go forward in the release cycle, and we want to keep master sync'd with the meson.build restructuring (even if assumed to be temporary until #45029 gets resolved).

We have to add IS_..._VERSION + some other information for the IS_BETA_VERSION=1 case, to meson.build.
