Ticket details:
Add meson equivalent of installer_build.sh. Initial version should just run meson-winbuild.sh and package results to a installer. That's not going to be usable installer, as adding crosser "environment" stuff (dlls etc) is left to future tickets. Also, only gtk3.22-client build needs to be supported in this initial version.
S3_1 has meson-winbuild.sh already, and in the far future (when active branches are something like "S3_1, S3_2, master") having complete meson + crosser flow in that branch too could simplify (unified between branches) the nightly builds. OTOH, starting this kind of new implementation in a branch so far in stabilization as S3_1 would not be quite right. I'm slightly inclined to target master only, but can make it S3_1 if someone wants.
