矩形への URL は

file:/path/to/a.dvi#page=123&llx=1&&lly=2&width=32&height=32&paper=a4&orientation=landscape

PDF と同じように point 単位で位置を指定するとよいだろう。 ただし、紙面の向き(portrait, landscape)と紙面の大きさを指定しないと 座標の原点が決まらない。
