Use dynamic year in checkyear.js

update the checkyear.js script for 2021

remove tchar.h header

update the copyright resources to 2019.

* include ra-local from svn in the build

Add the sktoolslib directly, since the master is now hosted on github.

Adjust links to new homepage and new repository.
